GROUND TRUTH FOR WARNING OPERATIONS
Why Spotters Matter
Radar, satellites, and weather stations cannot observe every impact at ground level. Trained volunteers provide timely reports that help NWS meteorologists confirm hazardous weather and make warning decisions. The program welcomes people interested in public service, including private citizens, amateur radio operators, public-safety personnel, utility workers, educators, and community organizations.

EMERGENCY COMMUNICATIONS
ARES and RACES
ARES volunteers support partner organizations, while RACES is government directed. Local activation, eligibility, and frequencies vary. A valid license and authorization are required to transmit.

HURRICANE COMMUNICATIONSMonitor the organization’s current activation notice before connecting or transmitting.
The VoIP Hurricane Prep Net generally meets Saturdays at 8 PM Eastern from June through November. Its primary conference is EchoLink WX TALK node 7203, integrated with IRLP reflector 9219. Schedules, activation status, and access can change, so use the official network sites as the controlling source.

FOLLOW LOCAL REPORTING CRITERIA
What Spotters Commonly Report
- Tornadoes, funnel clouds, and rotating wall clouds
- Measured or estimated severe wind and wind damage
- Hail, including its approximate size
- Flash flooding and significant flooding
- Heavy snow, ice, and other locally requested hazards

Do not leave a safe location or delay protective action to observe a storm.
Remain aware of changing conditions, flooding, lightning, traffic, and blocked roads.
Do not cross barriers, floodwater, debris, downed power lines, or emergency scenes.
Immediate threats to life and safety belong with emergency services first.
